Sam Severin

Sam represents municipalities, public entities, and private clients across Alaska in governance, civil litigation, enforcement matters, and complex regulatory disputes. He has been with the firm since 2019 and a partner since 2023.

Before joining the firm, Sam spent eight years in the Municipality of Anchorage’s Department of Law, where he advised and represented nearly every municipal department, from animal control to zoning. A significant portion of his work at the Muni was representing the Anchorage Police Department. As a result of this experience, he was asked to work with the State of Alaska to develop a Brady and Giglio disclosure protocol that became a model for statewide use.

Sam has extensive litigation experience in both state and federal court, including multiple successful appearances before the Alaska Supreme Court. He has successfully defended municipalities in public records litigation, enforcement actions, and high-profile nuisance and abatement matters. As a member of a municipal task force addressing dangerous and unsightly properties—including the Northern Lights Hotel—he led efforts to eliminate several of these hazards from Anchorage neighborhoods.

Today, Sam continues to advise and represent communities throughout Alaska, with particular experience in police matters, labor and employment disputes, contested public records cases, and municipal enforcement actions. He also represents private clients in commercial litigation and regulatory matters, often drawing on his municipal law background to help businesses and individuals navigate issues involving local government. Across all engagements, he focuses on delivering thoughtful and practical advice, and helping clients resolve disputes as efficiently as possible.

In addition to working with some of Alaska’s largest municipalities, Sam frequently represents smaller communities and entities such as Kotlik, Toksook Bay, and the Emmonak Tribal Council. He has greatly enjoyed the opportunity to travel to these smaller communities and see parts of Alaska most people are never able to experience.

Outside the office, Sam enjoys biking and has embraced middle age by developing a serious interest in growing dahlias. He lives in Alaska with his wife, Katie, and their three children, Charlie, Henry, and Willa.
